Data Submission Error
CO APCD Reporting HB 19-1174, protecting patients from surprise medical bills, went into effect on January 1, 2020. CO APCD Reimbursement Datasets, methodology, and FAQs are available on the Division of Insurance (DOI) website here.
CIVHC submitted preliminary analyses of the Alternative Payment Model (APM) and Drug Rebate information to HCPF. We have received feedback and are developing timelines for public reporting.
A public-facing draft of the statewide Low-Value Care analysis is also in development with an anticipated release later in January.
The Primary Care and Payment Reform Collaborative released its first annual report, which included analyses of primary care spending, and early APM results, in December 2019.
CO APCD Data Quality
CIVHC identified an anomaly with claims from a major payer related to unexpectedly low allowed amounts. The identified data submission error affected out-of-network fee schedules and CIVHC updated those schedules based on the identified claims. The datasets on the DOI site reflect the updated information and the site also has a summary of the impact of the corrections to the dataset.
Executive Director Bimestefer approved the changes proposed in the CO APCD Data Submission Guide (DSG) v11. The goals of the changes in this DSG update were:
Improve quality of submitted data
Improve completeness of data
Move towards adoption of national standards used in the APCD Council Common Data Layout
CIVHC will work with the Primary Care and Payment Reform Collaborative in the coming year to make additional changes to the DSG in alignment with the lessons learned during the collection and reporting of Alternative Payment Model information.
CO APCD Users Group
The CO APCD User Group’s goal is to improve the CO APCD by providing feedback and improving communications between CIVHC and user partners. They meet every other month in person with a remote option.

CO APCD Advisory Committee
CO APCD Advisory Committeemeetings are open to the public and we welcome all interested parties. The Committee is charged with making recommendations to the HCPF Executive Director and CO APCD Administrator related to reporting, scholarship fund requests and more. Meetings are open to the public. However, due to limited space, we are currently asking guests to use the remote webinar option.
2020 Meeting schedule: May 12, August 11, November 10 - 9am-11am
We believe that data moves at the speed of trust and not only do we have to be good stewards of the data, but we must continually cultivate and build trust in our work with the partners and stakeholders we support. We intend to foster trust in CIVHC and the capabilities of the CO APCD by providing updates on timelines for new analytics, describing any new data discoveries we’ve uncovered, and sharing updates on our process to continually improve the overall quality of the data.
