Dear Valued Canyon Resident,

I want to thank you for notifying my office about the mudslide concerns in your area. Because public safety is one of my top priorities, the Third District office began immediate problem-solving in collaboration with Canyon groups, local leaders, and the engineering experts at Orange County Public Works (OCPW).

One of the first steps we took was to increase sandbag distribution to ~1,000 sandbags per day to canyon residents. On Monday, December 14, OCPW again made sandbags available as a proactive step to minimize or prevent potential impacts during upcoming rain in the Bond Fire burn area. 

I have directed OCPW to place an order of an additional 10,000 sandbags for residents. Canyon area residents may request sandbags by calling 714-955-0200 and make an appointment for pickup. 

Some of you have also inquired about the use of k-rails. While k-rails may have been a solution in the past, per OCPW, this is no longer the case as our canyon landscape has dramatically changed over the years due to fires in the area, obliterating their safety and effectiveness. Here is more information from our County experts at OCPW:

“Concrete k-rail barriers are not effective in protecting properties from significant mud and debris flows, which should be expected in the Bond Fire burn area due to steep terrain. K-rail barriers are effective in protecting from smaller, less significant debris flows, however as we witnessed in late 2018 following the Holy Fire in Trabuco Canyon, significant debris flows have the power to move these 8,000-pound barriers and can potentially cause more damage.” — Kevin Onuma, Chief Engineer, OC Public Works.

I recognize there is more work to be done, which is why we are holding an urgent virtual town meeting tomorrow to hear your questions.
