A couple of important items:
Vacancies - At the October 14th meeting, Council elected Scott Hollern as VP and appointed Joe Lazzaro to temporarily fill the vacancy created with Lynn Shimer's departure to the sunny South, until January 2022. The vacancy must be 'officially' filled by the electorate in the Novenber 2021 Municipal Elections. Pam Tadken was also appointed to the Planning Commission to fill a vacancy there.
Congratulations to all.
New Water Treatment Plant (WTP) and Tank - PENNVEST has approved the Borough's financing for the new Water Treatent Plant and storage tank, to be located near the existing Cherry Lane Tank. The loan terms are for 20 years at 1% interest for the first 5 years and 1.743% in years 6 through 20. The payments, around $7500 per month, will be accomodated by increasing rates to $360 per year, beginning 2021. The work should be done by early 2022. Though not yet bid, the 'estimated' project cost of $1,573,245 was released to the press immediately by the Commonwealth (Wolf, Stefano, Metzgar) and appeared in the news in real-time.
Taxes - As hinted previously, Council will vote on a CY2021 budget at the November meeting, to be advertised and enacted in December. The budget will involve no change in tax (millage) for 2021, but will continue to aggressively pay down the remaining Dam debt, and accommodate the soaring costs of employee medical insurance, up more than 10% again this year (more than 5x the cost of living increase calculated by the Bureau of Labor Statistics). Employee healthcare costs alone are now ~$90,000 per year, more than 10% of our tax revenues.

Controlled Burns - Any residents that are conducting a controlled burn on their property should contact the County non-emergency number, 814-445-1525, to report the controlled burn. This will prevent the county from dispatching the fire department if a call is received reporting that there is a fire in our municipality.
