How Did EDFacts & CEDS Evolve?
In the 90’s, ESP was tasked by USED to create a metadata dictionary across their hundreds of collections. These two timelines show EDFacts and CEDS have legacies that built the current structure for each.  To really appreciate today’s data standards and federal data systems, one must know the evolution of our metadata and collections. ESP was a contractor in these pioneer efforts, whose names and acronyms may now be unfamiliar to newer professionals (NCES Data Handbooks, Basic Data Elements, Common Core of Data, Integrated Performance Benchmarking System, Performance-Based Data Management System, and Education Data Exchange Network. That history is fundamental to understanding how 50+ SEAs can share data standards while maintaining their own unique information solutions.
CARES ACT, CRRSA, ARP or ESSER I, II, III. Easy, Right? 

The Elementary and Secondary School Emergency Relief Fund (ESSER's I, II, III) has been the largest single federal investment in primary and secondary education with 90% going directly to districts, but that doesn't mean it's been easy for them. According to a McKinsey & Company study "administrative hurdles, talent & vendor availability, and internal planning capacity" have been the biggest challenges for districts.
