County Administrator's Bi-Weekly Update April 8-19, 2019

Departmental Project Highlights

Commissioner of Revenue:
General Reassessment for 2020 is underway.  The field representatives from Wampler-Eanes Appraisal Group are out and about collecting data and verifying existing records. 

Community Development:
Planning Department: Working on finalizing the Comprehensive Plan and RC-Zoning.
Building Department: We have gained compliance with three businesses within the county and they each have a proper Certificate of Occupancy now.  The businesses are Now and Again, Tu Left Feet, and Basinger Brothers.

Economic Development:
Staff has been working with the Chamber of Commerce, Richmond Region Tourism and the Powhatan Ext. Office on several upcoming events. 

Industrial Hemp workshop – April 25th at Independence.  Attendees will learn about regulations, production, grower experiences, and cooperative information on this expanding agricultural industry. Speakers include VDACS, Virginia Cooperative Extension and growers.  Pre-registration is encouraged by following the link:

Annual Business Appreciation Breakfast – May 3rd at County Seat.  This annual event free to all Powhatan businesses is a way to thank them with breakfast, networking and a panel of speakers on the topic of business growth.  Pre-registration is encouraged by emailing
USDGA Open – May 14-16th at Independence Golf.  The annual open, featuring players from around the world, will put the spotlight on Powhatan County and the growing adaptive sports market.  Volunteers and sponsors are still being sought for the event.  Volunteers can view available spots and sign up at  Sponsorship inquiries should be directed to Brian Edmonds of 288 Group at

Powhatan Extension Office:

Theme for the past two weeks has been Garden Prep: Staff met with Connie Moslow as plans will include Free Clinic clients in the demonstration garden this summer. Extension staff has also participated in garden work days, meetings with Master Gardener and Food volunteers, and scheduling programs related to the Groove in the Garden series. We are also working with Blessed Sacrament Huguenot on their school garden, selecting curriculum for teachers to utilize through an Ag in the Classroom grant. Support has also been given to the Pocahontas Elementary first grade garden. We’ve all been in different directions preparing for spring school programs and participation in community programs/events.
The Finance Department continues to refine the proposed 2020 budget and to work on performance-based budgeting.

Human Resources:
HR is working on getting prepared for Open Enrollment for benefits.  It will begin May 1st but there is a lot of preparation work going on to be ready for the changes effective July 1.

IT Department:
Installed and Configured 10 new leased copiers in various County Departments and train employees on new machines.

Powhatan County Public Library is excited to announce the launch of mobile HotSpots available for checkout. HotSpots allow library patrons to connect devices such as laptops, smartphones or tablets to the internet from anywhere: at home, in the park or wherever they need internet access.  HotSpots may be checked out at the library’s circulation desk and include easy instructions for use. They are available to adult Powhatan County Public Library cardholders in good standing for a 2-week loan period and may not be renewed.  They are available on a first come, first served basis.


Public Works:

Facilities:  Courthouse Expansion Grand Opening-May 1, 2019 4:30 pm in the Sallyport
Utilities:  Continue to work on evaluation and information gathering for Founder Bridge Utility Company acquisition.
Grounds:  Drainage and Grading, Fencing and backstop upgrades to Jenny Field (Turner Sports Complex)
Solid Waste:  Negotiating land purchase for East Convenience Center.
Parks and Recreation:  Coordinating repairs and schedules with Schools on Pocahontas Middle School Gym and Fields.
Public Safety:  Bids for Company #5 driveway due May 3, 2019.  Pre-bid conference Thursday, April 18.

Public Safety Communications:
Powhatan Public Safety Communication just switched over to the new 911 Center.  PSC also hired a new Part-time employee. Mr. Daniel Sprouse will start May 1, 2019, with the PSC Department. Mr. Sprouse is full-time Fire Fighter Goochland County. Mr. Sprouse is certified RSI Medic and has years or 911 Communications experience.

The staff in the Powhatan County Office of Elections has been busy tutoring interested candidates and processing local candidates’ qualifying paperwork for the upcoming November General Election.

Social Services:

Family Services Unit:
April is Child Abuse Prevention Month.
Rural CSA Fair was held on Friday, April 12, 2019, was focused on trauma and self-care.   
Lynn Murphy completed a mandated reporter training with CSB and Powhatan County Public School.

Getting to Know Powhatan County Staff 

This issue's spotlight shines on Vickie Cook, Animal Control Technician with Powhatan Animal Control. We asked Vickie:
What motivates you to wake up and go to work?
I love to care for neglected, abandoned, discarded pets, they are my babies!
What do you do for Powhatan County?
I feed pets, clean, answer the phone, keep the shelter in order, dispatch to Animal Control Officers if they're away from the building, care for newborns, and walk dogs so they get some time to enjoy nature.
What has been your favorite project so far?
I love spending every day with shelter animals and my co-workers. You will never find better co-workers!
Is there an interesting work story you'd like to tell?
A dog who had been here for a year being overlooked by adopters was finally taken to a rescue. He was adopted into a loving home the very next day. We were so happy for him!
