City of Olympia – Planning Commission – Ordinances in Support of Infill Housing  

On Monday, November 02, 2020, the Olympia Planning Commission recommended approval to city council on a package of ordinance changes that will promote infill housing within the city. This is the most recent iteration of the 'Missing Middle', that was overturned by the Growth Management Hearings Board last year. Below is a brief summary of their recommendations, which will be presented to City Council in December. The Olympian also summarized the recommendations in this article if you'd like to read more. 

Accessory Dwelling Units (ADUs) 

ADUs are already allowed in all zoning districts in Olympia, However, there are barriers to their construction. Here are a handful of the changes recommended by the Planning Commission. 

  • Remove the owner-occupancy requirement 
  • Eliminate off-street parking requirement 
  • Allow detached ADUs up to 850 sq ft. 
  • Increase ADU height limits from 16 to 24 ft. 
  • Clarify that an ADU can be attached to another accessory structure such as a garage. 

Duplexes on Corner Lots  - Allow duplexes on corner lots in all residential zoning districts. 
Duplexes - Allow duplexes on all lots in Residential 4-8 units/acre (R4-8) and Residential 6-12 units/acre (R6-12) 
Triplexes  - Allow triplexes on all lots in R4-8 and R6-12 zoning districts. 
Courtyard Apartments  - Allow courtyard apartments in R6-12 zoning districts. 
Fourplexes - Allow fourplexes in R4-8 and R6-12 zoning districts. 
Six-plexes  - Allow six-plexes in R6-12 zoning districts. 

Proposed Bylaw Changes

The OMB Board of Directors, at the recommendation of the Bylaws Committee, is proposing a change to the Olympia Master Builders Bylaws. The proposed changes are as follows:

  1. Changes the definition of builder member to include those that hold specialty contractors’ licenses.
  2. Changes the way a member earns life director status.

Board of County Commissioners Accessory Dwelling Unit (ADU) Public Hearing
There will be a Board of County Commissioners' public hearing on a proposal for rural ADUs, on Nov 10, 2020 at 3 p.m.  This hearing will have an in-person (Room 280, Building 1, Thurston County Courthouse, 2000 Lakeridge Dr. SW, Olympia WA 98502) and virtual option.
 
The public may submit written or emailed comments on proposed changes to Title 20 that would incorporate new standards for Accessory Dwelling Units. Practical Paths to Achieving the 2018 Energy Code Class - NOVEMBER 17

Join us for a 2-hour long free workshop that will highlight multiple practical pathways for compliance with the 2018 Building and Energy Code. Attendees will have the opportunity to ask questions about the pathways and get firsthand insight from energy raters with best-practice knowledge in green construction techniques.

This class will be offered twice on November 17th, 2020. There will be an in-person option from 9-11am and a digital option via Zoom from 1-3pm. Attendance for both in-person and virtual sessions is limited to 20 participants, so we ask that only one person from each company sign up for the trainings.

Stakeholder Roundtable on Green Building Incentives
In response to requests from local government, Olympia Master Builders and the Northwest EcoBuilding Guild are hosting a virtual roundtable to get input from building industry professionals and other stakeholders about what potential incentives could spur more "beyond-code" green building practices in Thurston County.
