Thoughts & Prayers

Our thoughts and prayers are with the family and friends of the Reverend William (Bill) Cross who died on May 03, 2019 just short of his ninety third birthday. Bill was retired ministry personnel ordained in 1949 and living in Winnipeg. His daughter, Bev Simpson and son-in-law, Laurie are also retired ordained ministers in the Prairie to Pine Region.

A service celebrating Bill’s life will be held on Saturday, May 18th, 2019 at 11:00 a.m. at Augustine United Church (444 River Ave, Winnipeg, R3L 0C7). A reception will follow. Internment will take place at a later date.

RE: CHURCH HUB Registration

CHURCH HUB  is a new online new online space for communities of faith and ministry personnel of The United Church of Canada. Here you can post and update profiles, update contact information, and connect with Regional Councils and the General Council. It is also the place where communities of faith and ministry personnel can connect with each other for changes in pastoral relations.  

The process of sending out invitations began on  Friday, April 12, 2019 and will continue until they are completed. Emails were sent to the email address on file at the General Council Office for the Community of Faith, usually an address submitted on the most recent Statistics Forms. The invitation to log in to the CHURCH HUB is time sensitive and should be responded to if possible by the deadline indicated (in most cases April 30, 2019).

An Educational Opportunity
from the Mennonite Church . . .

An opportunity to gain insight into sexual misconduct from the perspective of the Mennonite Church. A Conference entitled “ #CHURCH TOO” is being held at Canadian Mennonite University at 500 Shaftesbury Avenue, Winnipeg on May 31-June 1, 2019 with keynote speakers is an opportunity to gain deeper understanding of the central dynamics of professional sexual misconduct within the church and to become better equipped to prevent and respond to painful situations within their own communities.

Q&A About Covenants  

Our Covenant is nearly done - now what do we do with it?
Thank you for your prompt action on covenants. 
Once the draft covenant is approved by the Board it would be good to share it with the congregation.That could be done at a congregational meeting or by just printing it and making copies widely available for folks to see and read and perhaps provide feedback to the Board.  
The completed draft covenant needs to be printed and sent to the Regional office - 1622-B St. Mary's Rd., Winnipeg, MB R2M 3W7,  
The Committee on Community of Faith Support, will arrange for all covenants to be reviewed, with particular attention to the governing documents that are part of them. Comments or other feedback will likely be sent back to communities of faith. 
The Region will be completing their portion of the covenants some time after decisions are made at the Inaugural meeting in June, 2019. 
Eventually covenants will be signed and filed. 
The Committee on Community of Faith Support hopes to have most draft covenants on file by late fall. A target for having them all reviewed depends on so many factors we cannot yet anticipate the date.

Retirement of ERIC LUSSIER

At the end of May, Eric Lussier will retire after 33 years of music leadership at St. Vital United Church and most recently at St. Mary's Road United Church.  He has spent most of his adult life teaching, composing and performing music.  Eric's last Sunday as organist and choir director at St. Mary's Road United Church will be May 26th at 10:30 am.

All are welcome to worship on this day to wish Eric Lussier a Happy Retirement.

Learning on Purpose: Changing Leadership for a Changing World

The Centre for Christian Studies is offering its popular Learning on Purpose: Changing Leadership for a Changing World course in Winnipeg, June 10-22, 2019.

One past participant called it “the best leap of faith I ever took!” 

For anyone wanting to deepen their faith and leadership, it’s a great stand-alone continuing studies course. For anyone thinking about diaconal ministry, it’s a perfect place to do discernment. And for anyone who knows that diaconal ministry is for them, it’s the right place to start your ministry training at CCS.
Tuition cost is $1600 (doesn’t include transportation, accommodations, or application fee for the Continuing Studies or Diaconal Ministries program). Bursaries may be available.
The registration deadline is May 1st, but we’ve pushed it back to May 15th  to make sure everyone has the opportunity to take part in this transformative learning-in-community opportunity. Is this the year you make the leap of faith?

Since November, 2018 the General Council has been in the process of sending out email invitations to Ministry Personnel to get connected to the new online portal called CHURCH HUB. Many of you have received your invitations and have been able to follow its instructions.

As you are aware the new United Church Structure came into existence on January 1, 2019. While some aspects of the structure are still in process there are some things that have changed already.

There a number of new resources available on the General Council website. By scrolling down the home page to the bottom to Handbooks and Guidelines you can access an list of all handbooks.

The new handbooks have a January, 2019 date beside the title /link. Among the new handbooks are two for Ministry and Personnel Committees; handbooks related to the new Pastoral Relations process, Interim Ministry. The 2019 Manual is also now available online at:

Pulpit Supply List for Prairie to Pine Region

There have been inquiries about access to a list of Ministry Personnel and Licensed Lay Worship Leaders available to provide worship leadership during the absence of Called or Appointed Ministry Personnel especially for vacation or study leave.
The mailing that went to every Community of Faith the last week of February included forms seeking information from Licensed Lay Worship Leaders who would like their names and contact information to be included on this list. If you have NOT received this request form through the governing body of your Community of Faith and would like to be on the list of people available for worship leadership, please contact Cherry Abad (204-233-8911 ext.7) with your information (name, email address, phone number, status- LLWL or Retained or Retired OM/DM/DLM; parameters around the provision of services - geography; reimbursement expectations etc.).

Names and contact information of retained and retired ministry personnel associated with communities of faith were also requested. Once all these have been received, contact will be made with these individuals regarding willingness to be on a pulpit supply list. Please note that only those ministry personnel who are in formal association with a community of faith and who are up to date with their mandatory trainings and other credential requirements are eligible to exercise any of the functions of ministry.

A new version of Record of Call or Appointment was posted on the General Council website on March 29, 2019:

Please download and use this version of the form  with March 2019 date in the upper right hand corner for any renewals of appointments that have not yet been passed by governing bodies of Communities of Faith.
It is that time of year again !
There are two types of pastoral relationships:
  • Relationships without preset time limits forged by Call after a Search process.
  • Term relationships with both a specified start time and end time forged after either a Search or some other process involving local interviews.
Most of these term relationships are for one year at a time based on the church pastoral year (July 1 of one year to June 30 of the next). Some appointments have different start dates and end dates but all have definite time lines. The Pastoral Relations Commission of the Prairie to Pine Regional Council at their meeting on March 12, 2019 confirmed that for this coming year, we will adhere to past practice:
  • Members of the Order of Ministry within the United Church of Canada (ordained or diaconal ministers), active or retired, with updated credentials are eligible for an appointment of up to one year based on the pastoral year ending June 30,2020 (renewable); Note: Retired Ministry Personnel must wait at least 13 weeks after they begin collecting pension to negotiate an appointment.
  • Candidates for Ministry or Designated Lay Ministry Applicants are eligible for appointments of up to one year at a time  based on the pastoral year ending June 30, 2020 and continuation of their student status (renewable).
  • Recognized Designated Lay Ministers are eligible for appointments of up to three years in length at a time based on the pastoral year (renewable).
  • Admissions applicants are eligible for an initial appointment of two years  in length with renewal dependent on their progress on completion of requirements at that point.
  • Eligibility is based on having the Office of Vocation confirm to the Pastoral Relations Commission that the Candidate/Applicant/Minister has all credential matters updated including the completion of the current year’s Annual Declaration in respect to Criminal Charges and/or Criminal Record.
  •  At least ninety days prior to the end date of an appointment, the pastoral charge or community ministry and the Ministry Personnel must determine whether they will be continuing the pastoral relationship and seeking to renew the appointment or not.
If the appointment is not being renewed, the process to acknowledge that  and motions related to that varies depending on:
  • Whether it is a first time appointment or one that has been renewed several times already
  • Whether the decision not to continue the pastoral relationship is by mutual agreement or by the Charge only, or the result of a change in status of the incumbent .Please contact the Pastoral Relations Minister as soon as possible  for assistance with process if  either of these situations applies in your ministry setting.
If the appointment is being "renewed" then it can be as simple as:
  • Getting the  most current version of the appropriate  Record of Call or Appointment form from the General Council website: 
  • Ensuring that the form is completed with appropriate figures, Ministry Personnel member number and the Community of Faith ADP company code (An email with these figures has been sent to all Ministry Personnel currently under appointment and may be attached to this correspondence)
To confirm the figures for the form you must know the ministry stream of your ministry personnel, the salary category  based on years of accumulated credited service and the Cost of Living Group assignment of your Community of Faith and download the 2019  Minimum Salaries and Reimbursements for Ministry Personnel:

If you are a Community of Faith providing housing through the provision of a manse, please see page 6 of the above resource.

Please ensure that you check the figures for continuing education and learning resources allowance as these are adjusted every year.

For partime positions, salary figures and continuing education figures are to be pro-rated to the appropriate percentage on the form (For the purposes of partime, fulltime is 40 hours/week).     

Telephone/Communication allowance is NOT pro-rated.

You MUST complete the section that says adequate secretarial defined as __________________________. That could be a number of hours/wk of paid secretarial assistance or volunteer or volunteer as needed.
If you require assistance with the figures or forms, or have other questions, please contact the Pastoral Relations Minister, Judy Hare ( or a member of the  Regional Pastoral Relations Commission (listed below)
  • Once the forms are completed, please ensure that a motion is passed by the governing body as soon as possible near MARCH 31, 2019 but no later than May 31, 2019.
  • Mail or scan the completed forms signed by the governing body and Ministry Personnel and include a copy of the 2018 financial statement including bank balances and YTD 2019 Financial report to governing body to the Regional Office (1622B St. Mary’s Road, Winnipeg, MB R2M 3W7) or Email: for final processing by the regional Pastoral Relations Commission which meets monthly.
  • Please keep a copy of the form for your own records BEFORE emailing them. The ministry setting and Ministry Personnel will be sent a completed copy of the forms after final processing however this may take several weeks.
Other things must happen BEFORE the governing body takes the above action IF:
  • The person in the appointment is experiencing a change in Ministry Status (i.e. from a Designated Lay Ministry Applicant to a Recognized Designated Lay Minister; from active Ministry Personnel to Retired; from Candidate to Ordained or Diaconal Minister; from Admission Applicant to being admitted).
  • The terms of the appointment are undergoing significant changes  (i.e. reduction in hours or increase in remuneration beyond the normal salary increases).
  • If the appointment is in a team ministry/ multiple ministry staff setting where there is a change in pastoral relations happening in the OTHER position and a new relationship is  anticipated on or before July 01, 2019.
Please check with the Regional Pastoral Relations Minister, Judy Hare, if any of the above matters apply to your situation ASAP.
If this is an initial appointment, the Pastoral Relations Commission liaison to your Community of Faith Profile and Search process will assist you with the process.

  • best practices that provide information, guidance, and advice on the recommended ways to live out mandatory policies and procedures, which M&P Committee  are encouraged, but not required, to follow.

The purpose of the Prairie to Pine Regional Council Bursary Fund is to financially assist promising candidates for Order of Ministry (ordained or diaconal) from our Region who are registered in theological studies as well as applicants for the Designated Lay Minister program, to qualify for leadership in the church.
