Arts & Culture Master Plan
This newsletter from Imagine Healdsburg 2040 is to call your attention to the immediate risk to the  community's Arts & Culture Master Plan
Five years of effort to create this plan by city staff, paid consultants, and dozens of community members could be postponed by another 2+ years, until 2025.

Please consider joining us in urging the City Council
to support funding in the 2022-24 budget cycle!

Starting in February 2019, over 30 members of our Arts & Culture Work Group collaborated in the creation of the Healdsburg Community Arts & Culture Master Plan.

The eight-month, in-person schedule of meetings was upended by the pandemic. Pivoting to virtual meetings, the process continued for over two years. Dave Jahns, Recreations Supervisor, was the liaison coordinating the process.

Hundreds of volunteer hours resulted in the City Council’s enthusiastic adoption of this master plan in August, 2021, fulfilling one of their goals.
The Arts & Culture Master Plan includes five sets of goals.

Goal One is to “Build internal support structures for long term success.

Since August 2021, the work group’s focus has been to secure funding in the 2022-24 Healdsburg budget for the Arts & Culture Master Plan.

This funding will support the creation of a city Arts & Culture Commission, provide the financial support for the entire plan’s implementation including hiring a full-time staff member to manage the Arts & Culture Program.
THE 2022-24 BUDGET
Every budget process can be confusing and complicated. Planning the 2022-24 Healdsburg budget is no exception. In the midst of the budget discussions, the departure of Dave Jahns (the staff Arts & Culture Master Plan liaison) left a great advocacy void.

In early budget drafts the initial line item funding for the Arts & Culture Master Plan implementation was approx. $600,000. That was broken into funding for a full-time staff member to direct the Arts & Culture Program and a few smaller collaborative projects.

But over the weeks of discussions, that line item funding was changed to $50,000, and the staff member was moved to the “future consideration” category. In budget terms, this wasn't a cut, just a shift to a "not-funded-right-now" designation.

If this position is not funded now, momentum will be lost. There is a real danger that the funding for this full time Arts & Culture Program Director may not occur until the 2024-26 budget.

In the upcoming California state budget, there are many programs slated to fund arts & culture in cities and communities over the next several years.  We need an advocate on staff who can make sure that the Healdsburg community can get our fair share.   
What can you do right now?
  • There is City Council Budget Study Session (agenda) scheduled for this Tuesday, May 31 at 3:30 pm as a Zoom meeting. If you are able attend, please speak in support of the Arts & Culture Master Plan funding. 
  • Please sign this petition to let the City Council know that you support funding this Arts & Culture Program Manager now! This petition will be presented before the workshop meeting. Currently over 550 people have signed.  Click here to sign petition
